Tell me more about your settup, I have similar setup with simialar RPM's at WOT. I feel like mine is under powered or something wrong because everyone else here is talking 5000 R's and more, which my boat is far shy of. 460,600 edel.,weiand stealth,logs,decked block,isky cam. Feels fast at WOT but the 4400/4600 R's makes me think something is wrong

A lot of guys around here have one or more of the following things helping them out.
1. More power
2. Smaller impeller
If all you want to do is turn 5k and your motor is running good right now, perhaps you could see what others with similar power/hull/pump are running for an impeller. You might be surprised to find that some of the guys running the smaller 18-19'ers are cut down to a B or AB.

Hallet, flat broke is right, but I'm thinking your motor has more horse power than mine and should turn at least a little faster.
I'm running an 18' Tahiti bubbledeck with a fairly fresh Berkley JC pump, A impellor.
The motor is a stock Harmon Marine 460, stock 650 Holley, and logs. The only thing on the motor that didn't come on it is a velocity stack with a K&N filter. Also the motor is a 1976 and has never been worked on.
With my big ass, a 12 pack in the cooler, and full fuel (24 gallons) it'll run 62mph GPS @4400-4450 rpms

with my motor mods, me, a few buddies and full gas (2 24 gal. tanks) runs that same RPM, and I just got a gps, so I should come back with some #s in a few weeks, going to florida tonight, not coming back till next tuesday.
