Bill That Will Outlaw ‘Teak Surfing’ Passes Legislature

Log News Service - If Gov. Arnold Schwarzenegger signs a bill passed by the Legislature, “teak surfing,” “platform dragging,” and “body surfing” from a powerboat will be illegal in California beginning Jan.1, 2005.
It will be an infraction, punishable by a fine of up to $100, to -
• operate a motorized vessel or run its engine at idle speed while someone is teak surfing, platform dragging, or bodysurfing behind the vessel, or
• to do so while someone is occupying or holding onto the swim platform, swim deck, swim step, or swim ladder of the vessel.
The prohibition would not apply when an individual is assisting with the docking or departure of the vessel, while exiting or entering the vessel, or while the vessel is engaged in law-enforcement or emergency-rescue activity.
The measure, which passed the Legislature on Aug. 25, also requires that state-sponsored boating-safety courses incorporate information about the dangers of carbon-monoxide poisoning.
Additionally, after May 1, 2005, stickers warning about the dangers of carbon-monoxide poisoning must be affixed to all new and used motorized vessels sold in California.
The bill (Assembly Bill 2222), known as the Anthony Farr and Stacy Beckett Boating Safety Act of 2004, was introduced by Assembly Member Paul Koretz, D-West Hollywood, in February.
Koretz said the bill was named for members of two California families who lost their lives due to carbon-monoxide poisoning around boats.
In May of 2003, 11-year-old Anthony Farr of El Dorado Hills died at Folsom Lake after being overcome by carbon monoxide while bodysurfing behind a family friendÂ’s boat. In July of 2000, 15-year-old Stacy Beckett of Ontario died while platform dragging behind a boat in Mexico.
Koretz said that many others around the country have lost their lives or have been poisoned by carbon monoxide while teak surfing during the past three years.
Most boaters aren’t aware that they are breathing dangerous levels of carbon monoxide from the boat’s engine when they do that, Koretz said. “Carbon monoxide is extremely dangerous because you can’t see it, smell it, or taste it,” he said, “and high levels of it can kill you in minutes.”
According to the legislation, “teak surfing” or “platform dragging” means holding onto the swim platform, swim deck, swim step, swim ladder, or any portion of the exterior of the transom of a motorized vessel for any amount of time while the vessel is underway at any speed.
“Body surfing” is defined as swimming or floating on one’s stomach or one’s back on or in the wake directly behind a motorized vessel that is underway.

Hey let's name a bill after a couple of stupid people. Or let's make a law just to make a law. I think if you want to be stupid and die or stupid and let your kids die then you should be allowed to. It is called survival of the fittest. :hammer2:

As stupid as it sounds, that is what OUR government does with our time. Can you imagine how much has already been wasted on this?
As soon as stupidity becomes painful, our government makes stupidity illegal.
Those people can carry on, breed, and make more stupid people. Stupid people break laws, get caught, and either go to jail, or pay fines.$$$$
The sad thing is, this is the best country.

Sadly, this is what happens when stupid people are allowed to breed and engage in stupid activities. Also, this is a direct result of those same stupid people, and their stupid family memebers, that have filed lawsuits when a member of their family died as a result of a stupid activity to begin with. Unfortunately, stupidiity is not against the law.

Sadly, this is what happens when stupid people are allowed to breed and engage in stupid activities. Also, this is a direct result of those same stupid people, and their stupid family memebers, that have filed lawsuits when a member of their family died as a result of a stupid activity to begin with. Unfortunately, stupidiity is not against the law.
Fortunately when stupid people get killed doing stupid things, at least the gene pool profits.

It's feel good legislation. That's all, nothing else. I need to be in the warning
lable business. Maybe I could make some extra bucks.
Actually if I remember right, those people were in jeopardy of facing ciminal
charges for child endangerment. So they had to claim ignorance. Which they
are ignorant. Besides dumb enough to put your kids back there, they didn't
even have life jackets on. :hammerhea

Its too bad the kids didn't live and the parents die. Maybe they would have had a chance. Hopefully the parents are sterile. :(

As Hardore said, this is feel good, PR legislation.
Teak Surfing, Dragging, etc. is already covered under the Reckless, Careless, Negligent statute. Although not specifically mentioned, it qualifies as boat operation that may cause death or serious injury.

How about dumping fuel into the bilge and firing up the motor?

although I agree this is just a "feel good" piece of legislation, I'm not one bit surprised at this :redface: I wholeheartadly agree concerning the "DARWINISM" theory, but this is a perfect example of what happens when we as a society do stupid shit!!!!! they (meaning the gov) steps in to pass legislation,to save the idiots from themselves. now we all agree,at least I hope! that teak surfing is rather a dumb idea, and the consequences are pretty obvious (at least to me). now lets look at it from a nother perspective, the dunes for instance. People that leave their trash all over the desert and dont clean up after themselves. BAM!!!!! next thing you know that particular area is now closed :burningm: :burningm: ;) WHY>>>>>>>>>>you ask? Because the government steps in, passes legislation, in order to protect us or the "dunes" from the idiots!!! now we all have to pay, due to the actions of a few! see the correlation? This is how knee jerk reactions get started!!! :burningm: just my penny's

You're so right...we protect the truly stupid from killing themselves (and usually taking a few others with them) and what do we get...they breed and we get more stupid people. The fruit doesn't fall far from the tree.

As the years go by the laws of nature are changing.. Used to be Darwinism worked and worked well. Now we protect idiots from themselves and allow them to get rich by sueing anybody with 2 nickels to rub together. Strange how that works.. Atleast I find it strange.
Saw a guy down at the sandbar over the weekend that definately fit the Darwinism criteria over the weekend. Too many idiots running around now days.

I hardly believe that 11 year old Anthony Farr and 15 year old Stacy Beckett would be considered stupid. :rolleyes:

Maybe you should read up on the actual story before calling names. How heartless can you people be? I am a personal friend of the Beckett family and I can assure you they are far from stupid. They mourn the death of their daughter daily. I certainly hope your children don't decide to go out and enjoy a day of teenage fun with their friends - heaven forbid something bad happen and you and your deceased child would be labeled stupid. Hopefully you heartless people are sterile and can't bring heartless children in to this world if as you say the fruit doesn't fall far from the tree!

You know on one hand I feel terrible for any parent that loses there kid.. On the other though, I still reserve my opinions about any person that would be willing to put their face in an exhaust path of just about any running engine..
Not quite sure how to respond to that I guess.
