I got a line on a 454, 4 bolt mains, 427 steel crank, oval port heads for $450. Needs rebuilt. What are the opinions on this? What can this engine do without breaking the bank?

For starters, if it has a 427 crank then it is a 427 not a 454. 427 has a stroke of 3.76". 454 stroke is 4.00". Both have the same standard bore of 4.250".

Also some 427,396 cranks were cast. The only way I know to tell is the web on the crank. The four bolt block is a plus. What are the casting numbers on the heads?

Don't know what you can use from the engine but around here bare blocks run $250 to $350. Even if you can't use much of anything else you could sell it to recoupe some of your money. Is it a forged crank? What rods are in it? Like someone else asked what heads are on it?
Its probably worth a little just to have there if someone needed it.

427 Chevy's are great engines but don't make as much power as a 454. Build it with the oval port heads and 427 pistons and have fun. If you don't have a flywheel, any small block flywheel will work but the balancer may be a little more expensive to buy (you can't use a 454 balancer).
The standard 3/8 inch bolt rods will work fine, are made from steel, and are cheap.

Ok, it's probably a 454 block and 427 crank so you will have a 427. What heads are they?, if you're looking for performance the 049's are the way to go or any of the early oval ports. If they are the peanut heads, forget it they have the small ports and valves, not a performance head!.... :)
