if a cam spec.is ground to a certain duration and lift, and you use a higher than spec. rocker ratio will your power band change, because of lift off of cam lobe?

yes it will move up the rpm range, how much depends on the lift and rocker ratio among other things

I believe duration has more effect on RPM range. You can change the duration with valve lash on solid cams.

Changing lift will change the overall power of the engine, more lift will give you more overall in most cases. Changing duration and lobe center have more to do with a powerband change. More duration, the powerband moves up, less duration the powerband moves down. This is a very complex area of nowledge if you are unsure about changing your valve train, give your cam manufacturer a call, and tell them what your up to, they will tell you if it will help, or hurt your performance, and work with your cam.
