It is.
Was made here in the late '70s. Filmed mostly at Buckskin State Park, with a few scenes (Getting gas and beer at the roadside stop) filmed at Red Rock.
Patrick Swayze was pulling the skier at Ah Villa (now La Paz County) Park.
I, and the rest of the crew at the Coast Guard unit here provided security for the on-water "chase" scenes. It's funny how they go back and forth between the Strip and the Lake. That's editing for you.
Did ya' also notice how Californian boaters haven't changed much in 36 years. :D
