Can someone explain what a 454 roller rocker is exactly?

It's a Roller Tipped Rocker for a 454

A set of roller rockers greatly reduces inherent valvetrain friction by putting rollers and roller bearings at the metal-metal friction points. 15-20 hp, depending on the motor. They are available for most motors, not just 454s. The ones for a 454 are commonly known as a set for 396-502s.

Does it do anything for the reliability?

Absolutely. The less stress you have in the valvetrain assembly, the longer and engine will last.
Additionally, they are significantly stronger than original pieces. I would venture to say, a street motor could never wear a set out before the rest of the rotating assembly was completely trashed.
I had a small block Chevrolet blower motor in a Corvette at one point. The motor had a real nice set of roller rockers. When selling the car, I took the blower off and re-tuned the car. Then, decided to take off the nice rollers for another motor. Just changing rockers back to the old style dropped the idle 200 rpm, with no other adjustments. That's pretty significant drag at idle speed.
