control cable seal kit

How does this go in? I took this hold thing apart like over 2 years ago and i cant seam to remember how it went. So far it looks like the seal goes in the nut, but were do these washers go?

ok, just found a diagram but it doesnt give the hole story. It looks as if the first washer goes in the transom housing then the seal goes in, then the washer on top of that, and then the nut squeezes down on that?
My first though was that the seal went inside the nut, but it doesnt look that way..

I installed mine as you said, washer, seal, washer, nut. I'm not sure if that is the proper way, but it works perfectly.
