Since I had to put a motor cover on the boat, I also had to put in a bilge blower. I need to know if the blower sucks the air out of the bilge or blows air into the bilge.

I belive it should suck the fumes out of the bilge. Gas fumes are heavier than air therefore settle to the lowest point in the bilge. You should have your blower set up to either draw from there directly or by means of some kind of ducting. At least that's how I remember it. I'm open to correction if I'm incorrect in these statements. :D

Yep you are correct Jordy. The idea is to blow out any fuel fumes before you start the engine and have the possibility of fire.
I think that most of the blowers are better mounted high up and then connected to the lower bilge by ducting. They don’t do real well when they are submerged in the water that settels in the bottom of the bilge.

In mine I have a vent on one side and the blower on the other to suck clean air in and take the bad air out. :)
