i thought that all 383 blocks had to be notched, but my engine guy is telling my that it doesnt , what is ur guyses feed back on this

If it does it isn't much, just depends on the casting/parts. Just make sure u got about .030(if i member correctly???) clearance for expansion/movement of parts. My 410 sbf only needed slight clearancing in 2 spots on a factory block. Seems like my buddies 383 didn't need any if I remember right.

My understanding is if you are combining the 400 block and 350 crank, they'll fit but takes special bearings(but makes a 377). The 383 with a 350 block & 400 crank needs clearancing as well as main journal cutting to proper size.

Some hit/miss the block at the pan rail. Some hit/miss the block at the bottom of the opposite cylinder. Some hit/miss the cam. Some hit/miss the oil pan.
You can expect a combination of all 4. Really depends on what block crank and rods are used. Your engine guy should know better. You don't know until you trial assemble the thing. .050" should be the minimum clearance between two internal rotating components.

the cheaper the parts the more clearancing needed. My personal 3.875 stokecallies with promod lunati rods only needed minimal clearancing on a 98 model 5.7 block.

Besides making sure the crank clears, pay attention to what Info said. If you run stock 5.7 rods, you may need to dust the tops of the bolts before you balance the assembly, to make sure they clear the cam. I had a couple of Scat cranks that the rear counterweight didn't clear the pan rail.
