Ideally, should the regulator be mounted as close as possible to the carb? Or does the regulator's location in the line matter?

The closest, the better. That way you have full pump pressure to the regulator then the regulator can reduce it to what is needed at the carb. There is a certain amount of friction loss in all fluid flowing through plumbing. If you had alot of plumbing between the regulator and the carb you might not be getting the pressure you think you should.

The closer you mount your regulator to your carburetor the quicker it will be able to respond, giving more acurate fuel pressure.
