Out of the whole its normal but it seems like after i plane i cant get up past 40mph...Cause the damn rpm is already at 3500 rpm and then i get the double (beep...beep) from over revving. im no boat mechanic but did you check to make sure the prop nut is tight?
mine was loose when it came out of the factory!
the prop nut was on and the tabs pushed down but was way to loose.
just a thought
oh... lets not make this a Cheetah bashing thread :)

It sounds like a slipping prop hub to me.

oh cool...uhh, where the hell is that??? or is that just the name for the lug that takes the prop on/off

Some props are mounted to their hubs with rubber. When the rubber slips on the hub or prop, the symptom you describe happens.
I'd take the prop off and take it to your prop man for a closer inspection.
If you want to test the prop, use a permanent marker to put alignment marks on the hub and prop. Take it for a spin and see if the marks still line up.
