Float levels?

Can float levels on holleys be adjusted with just electric fuel pump (not running), or does it have to be running? Ive always adjusted with motors running but working around the hot headers is a bitch.

That is the only advantage of an electric fuel pump!. Yes you can adjust the level without the motor running, just set the floats low initially, then turn on the pump and let the bowls fill up, you can tell by the sound when they're full. Once they are full then adjust in the normal way!..
