I have a 20' Baja with a 4.3 merc refurb installed last year. Engine is running rough and would stop running at 3000 rpm. Anybody with ideas are welcome to please advise -- HELP!

Need more info. your question is a little too generalised. I can think of countless number of things that would cause an engine to run poorly so lets try to narrow it down a little bit.
Is this the first time it has ran since the rebuild? Or it ran great last season but this year it doesn't
When you say it runs to 3k and quits do you mean it quits running completely ? or it runs, but 3k is all it will spin?

It has not run good since the rebuild -- would run great the first few minutes, then problem will start (problem being STALLING AT 3000 RPM), try to restart but takes awhile to crank, then runs rough, but stalls again at 3K

Just a wild guess here with what little I have to go on.
check your fuel system. if it's a carb check float levels. check pump pressure. check for water , filter. pickup screne. & the tank vent.
who did the engine build / install ?

Could be igintion as well. Was the ignition replaced during the rebuild?

Most Ignition and fuel related problems have very similar symptoms. I would troubleshoot your fuel system first. What kind of ignition are you running? What year of boat/motor do you have?
