Durability would be less but cost would be lower and light is much better on neon. My .02.

I think that's a great idea. A single lambertian Luxeon I will provide a lot of light (30~40 lumens) on very little power (around 1 watt) and way low heat. Luxeons, if it's a good bin, will put out fantastic white light.
If you need a bunch of light, consider a strip of Luxeon I LEDs or a single Luxeon III. I can't imagine you wanting more than a single Lux I, though. A luxeon will put out many times more light than any 5mm or 7mm LED.
Personally, I'd buy Luxeon stars and epoxy them to light gauge aluminum bases and install them myself. Just wire them in with a resistor to bring them in at about 300 mA for a Lux I or about 750 mA for a Lux III. (Drive resistors = 40 ohms, 3 watt for each Lux I and 15 ohms, 10 watt for each Lux III).
