question about my pump

i took the boat out sunday to the lake and put maybe an hour of slow driving on it. the motor is still being broke in. when i pulled the boat out of the water i noticed this gasket was blown out. the pump has a fresh rebuild from mpd. i havent checked to see if maybe the bolts were loose. is it necessary to get another paper gasket or will good silicone do the trick? anyone know why this happened? thanks for your help

1.get another paper gasket !!! silicone wont hold
2.bolts were loose.

thanks ill pick up another paper gasket yeah i thought that seemed really odd
