which are better for performance? I have been told the wetstacks actually add power...is this true?

Dry headers built and tuned to your engine will be the best.
That being said, the MAN at most places will want to see some kind of wet headers. Jacketed or water injected but they want to see at least something.

While in Arizona, keep in mind this link. It says that you can use dry headers. I personally am going to make a copy of this and keep it in the boat with me. I have zoomies with baffles and I plan to test the sound level before I go out. You can buy a dB meter from radio shack for less than $20. Here is the link.

The only problem you're going to run into with that is:
"A. Every motor driven watercraft shall at all times be equipped with effective equipment, in good working order and in constant operation, to prevent excessive or unusual noise except as provided in subsection C"
That makes the excessive or unusual part open to interpretation from what I can see. Then it is just a matter of what kind of mood the officer is in that day. Just something to keep in mind. :D

So zoomies would work the best then? or just dry headers?
Now it sounds like wetstacks may be the weakest.
