Looks like one of those hovercraft deals without the rubber skirt around the bottom or the propellers.

looks like one of those star wars paddle boats. but now it looks like a sand paddler. :)

this would be my guess, i got to drive something close to it.. and didn't like it at all. hard to control it just didn't feel right to me.

It is actually just off the road from a new subdivision and someone wrote in black marker

Surprised someone would just dump it. Am sure they could have sold it to someone who might want to rebuild/restore it.
