From a noise level standpoint, I don't believe there are any mufflers that the manufacturer can guarantee will make it legal. In many areas, as long as you are showing an attempt to comply, i.e.-running mufflers, you may avoid a ticket.
I run the Bassett mufflers and while they cut some of the noise and a little of the "bark", there is no way they drop the level to within legal limits.
