What woud we expect to pay at OC plating to chrome a couple fenders? Tandem Axel?

Papago Plating in Phoenix did my raw steel fenders for $125 each, triple plated, they been doing chrome for 30+ years, lota show stuff, most other places were at $250 each.

Usually cheaper to buy replacement fenders that are already chrome. They produce them in bulk so their cost is so low, they can sell them for less that what it costs you to chrome yor own fenders.
