Help...Yelp... (and such) Need a WebDesigner

I don't know which area this should really go under so I am placing it here and in SPAMOLA Section as well.
I really truly need a really good WebDesigner/Builder who can get things done. I've left messages for a few people who recomended some people in the past but nothing came of them (never heard back).
Can anyone recommend someone. Need a website built with a forum such as this as well along with flash capabilities,etc.
