He is just liberating the hydrogen from the water using his radio waves. If you did a energy balance on how much energy he puts into forming the radio waves compared to how much he gets out in hydrogen? I suspect it is alot more than the energy he gets from the hydrogen produced? Probably enough RF there to fry bacon.
