Cali emissions on a diesel

Is there a different emission system on california model diesels? If so what are they? Do they restrict horsepower?

I think that there are smog stuff on CA diesels. My 02' duramax came with a cat. I know we don't have to smog them but you are suppose to leave whatever came on the truck on them. I did exhasut from the cat back. I know some people that have removed them and said they picked up some MPG's.

If I'm not mistaken, my buddy's 05 deisel excursion came with two cats.
Its just a matter of time before they will have to be smogged in cali.
