Look like hydraulic rams to me. You would be amazed at what a ram that size can do; I use one routinely to jack utility poles out of the ground. I dunno anything about bridges, but it looks like they're leveling that road deck. Can't imagine what they will use for shims...

I'm going to guess Long Beach , at 2nd st. & Bayshore . They were doing alot of work there on the pipe under it , jacks may have been left .

my guess is Bayshore bridge as well. In Naples on 2nd St. for sure. Have been under there many times.....
