Permit Assistance - Phoenix

Looking for a third party assistance for an unattached garage. Usually the contractor handles this but we are doing the work ourselves.
I've already spent a ton of time pulling together info and am spinning my wheels. We are located in the county so the county would be the issuing authority.
Anyone know of such a service or someone who will do it on the side for cash?
