Full paint?

I noticed that on the 300 mercs no one ever bothers to paint the full deal. They only paint the top. Why is this? Is the bottom portion(which I believe is plastic) too hard to remove? I saw a bitchen 20' or so stoker that would have been ideal for this. So why don't people ever try to match the lines on their boat all the way down?
