IV. State and Local Developments
California Enacts Boat Registration Increase
California Governor Arnold Schwarzenegger (R) signed A.B. 118 into law, increasing the stateÂ’s two-year vessel registration fee from $10 to $20, and $20 to $40, as applicable. NMMA opposed provisions of the legislation diverting boating funds to fuel technology research because of significant underfunding of the stateÂ’s Office of Boating and WaterwaysÂ’ infrastructure improvement programs. California Enacts Six Ocean Protection Bills
Six bills that would expand or further define state efforts to protect the marine environment of California were signed into law by Governor Arnold Schwarzenegger (R) last week. None of the six directly impact the use of vessels in the state. For more information on the details of each bill, please click here to read an official state press release on the newly enacted laws.

California Enacts New Compliance Certification for Marine Engines
California Governor Arnold Schwarzenegger (R) signed into law a bill that will require all new engines registered in the state after January 1, 2008, to be certified as meeting the stateÂ’s new emissions standards. Under the law applicants must submit a certificate or other proof acceptable to the Department of Motor Vehicles (DMV) showing that the vessel meets or exceeds the emissions standards, regardless of whether the vessel was purchased inside or outside of the state. The newly enacted law does exclude vessels originally purchased by a resident in another state who subsequently establishes residence in California and provides satisfactory evidence to the (DMV) of the previous residence at the time of purchase. NMMA supported the bill, which can be viewed by clicking here.

California Enacts Law to Control Invasive Species Proliferation
California Governor Arnold Schwarzenegger (R) signed legislation this week to provide the stateÂ’s Department of Fish and Game with the authority needed to effectively combat highly invasive mussel species that threaten California's water delivery and natural ecosystems. The legislation, A.B.1683, provides the department with the authority needed to mount a massive effort to prevent the spread of zebra and quagga mussels. The law allows for the state to quarantine contaminated vessels, quarantine boat launch facilities in infected areas, and conduct inspections as needed. NMMA supported this measure; please visit http://www.protectyourwaters.net/ for more information about how boaters can do their part to help prevent the spread of aquatic invasive species.

Glad my boat is registered in AZ. We are hoping to leave this state in two more years, probably going to head to NV.
