As long as the ramp is not anywhere near the main channel, and not obstructing navigation, there usually isn't a problem. You must remove it at night and anytime it's unattended.
Keep in mind, those things are what's referred to in the legal spectrum as an "Attractive Nuisance". Meaning that if someone wanted to give it a try and got hurt, they could sue whoever owned it or put it there.
Not saying that's right, but you know the litigation happy world we live in.
