How do you "Host" a pic in the Image Center????

OK...I know how to "attach" a pic on a new post but I just don't see how I add any of my pix from my computer on the Image Center!!!!
Please HELP ME here!!!!!!! Anybody!!?

I just figured out that I need a separate account for the galleries, I couldn't log in to the galleries with my forum name.
