Why would he take the seats out?
I'd put the seats back in. A large pully on the end of the steering column could actuate the reins and the brake pedal could be set up so pressing it pulls back on both reins at once.
For added speed, the windshield washer reservoir could be filled with terpentine and the fluid nozzles could point at the base of the horse's tail.
