Need help 2.4 liter runs poor under a load

My 2.4 liter Merc. racing that is on the back of my 19' Eliminator runs very poor when in drive. In neutral it runs great. Local shops don't really work on these older (90's) outboards. Any help would be very much appreciated.

What do the plugs look like?

What ecu?
Pull the plugs and see what they look like.
Have you either cleaned or changed the injectors?
How is the compression?
Make sure the timing is correct both at in the idle postion and the w.o.t. Should be 0 +/- 2 degrees at tdc and 25 degrees btdc at w.o.t
I would also check the fuel filter and pump to make sure you are getting the correct psi. (39 psi)
I have the Mercury 2.4l manual for all the specs if you need.
