I'll bet dollars to donuts the guy set the e-brake with the motor running, got out of the car to go check it out and found himself in the water.
For some reason, the e-brakes are absolutely abysmal in at least half of the C5 Corvettes I have driven. My first one needed a chock to be carried in case you needed to park on a hill. This new one is a ton better, but still nothing to be trusted. I think it has something to do with the fact that it is a small drum brake on the inside of the brake rotor. In reverse, it appears useless.
Glad everyone was OK. Waste of a nice Vette though.
