The water in Needles is not any lower than it usually is this time of year. 10K cfm flows are low but they are totally boatable below Needles Bridge. You'll be fine.
Good flows where you have no worries above Needles bridge are about 12.5K cfm or higher. 15-16K flows are high and you could boat with just about anything up to Laughlin if you keep your eyes open

DAMN DUDE....I need to remember you are a waterflow guy...we boat in the same places wink

We really gotta meet up!
With the flows the way they are now, the docks accross the river from you will be on the sand. but its plenty deep below the bridge all the way to the sandbar. We recently boated that section with similar flows in an outdrive powered 25'er. The shallowest I read on my depth gauge was 6.5 feet. But it was mostly 9-15'.
Up above the bridge its pretty dicey with a few rock bars. There are two major ones after you make the turn up past the bridge where the river bends hard to the north. One is pretty close after the turn and the other is up a few miles.

I was at Moabi 2 weeks ago and the water levels are fine. Lower than Sping and Summer time, but still not bad. We went down to the sandbar and no with problems and Needles wasn't any problem either. Winter is a bitch'n time to go. 1 or 2 boats out on the water. 75 degrees and clear skies. I am heading out again Feb 8-10 hope the weather is as nice in Feb.

Launching at Needles was a be careful deal. The canel into the lagoon was empty and Jack Smith park was unlaunchable. But plenty of water in the river for cruising and the weather was great.
Have a grrrreat time!!!!

If I would have known that was you guys, I would have flag'd ya down! Hope you guys had a great weekend!
