it sounds like you have a terrible addiction Mandelon, you are on the horse bro. Havasu is a sweet addiction to have though, I think I'm going not this weekend, but the weekend after.

It can be done, it took a little bit of playing around but here is what you need to do:
1.) Click on the following link:
http://www.alltel.net/~jthieme/weatherdesktop.html
2.) With that link open in Internet Explorer choose View - Source
3.) Notepad will open up with the html source code in it. Do a File - Save As and save the file as weatherdesktop.html in a folder where you can find it again.
4.) Right click on a blank spot on your desktop somewhere and choose Properties
5.) From the Display Properties window choose the Web tab
6.) Check the box for Show Web Content on my Active Desktop if not already checked
7.) Click on the New button and you should get prompted for a location (If you get a box saying something about Microsoft active gallery click on No)
8.) Click on the browse button and find the weatherdesktop.html file that you save earlier.
9.) Click on Ok then Apply and you should see the picture on your desktop.
10.) You will need to resize the picture by dragging on a corner. If you move your cursor to the top of the picture you should see a Title bar appear, move the picture by dragging on this title bar.
You can adjust the size of the image by changing the width and height settings in the source code (but the image will get fuzzier as it is enlarged) and you can change the refresh interval by changing the content= number
I've tested this on Win2K and Win98 and it should work on XP as well. Let me know if you have any problems setting it up

or you can go to link and right click on picture>>> choose set as desktop item. then on the desktop, right click choose active desktop>> show web content and choose the link you have set.
You can then schedule the sync or just right click on the picture that is on the desktop and click sync now.

That is what I tried first, you can do that but you will be forced to manually update it wait a day for it to update on its own, the minumum sync time, at least on my Win98 computer is 1 day. Basically I just put an html wrapper with the refresh metatag around the image to get it to refresh automatically.

Well, XP has a task schedular built in where you can run any program on a schedule, unfortunately Outlook Express doesn't have a way to send a mail message without user interaction.
I couldn't figure out a free way to do it but I did find a couple of programs that do what you are looking for, and I'm sure that there are others out there:
