Forget what its called(smartPhone??) Its a type you buy in a plastic box that you just purchase time on in advance..

You can buy a cell phone and purchase specific number of minutes for it (available in most circle K's and 7-11 stores) and not go with a contract or plan.
We took one of our old cell phones when upgrading our service and purchased minutes from verizon for our thirteen year old daughter. This is a way of controlling her phone use and teaching her to be responsible without being slammed with a huge bill.
It's worked well so far and her unused minutes roll over if you keep the plan current. It cost approximately $15 to keep the plan going.
