if is was sold ,then the new owner should or will have to register it within a cetain amount of time.
get a parks & wildlife or LE officer to run the vin/hin or the registration numbers and see who it returns to !
or do the same with the trailer tag #. it has to showup some place unless someone is not being truthful about selling it ?

Thanks vdrive. I talked to him about that last night, He said he was told he couldn't find that out since he wasn't the registered owner that sold it. Doesn't make sense to me as I always thought that info was public info?
If nothing else, I'd talk to a local PO to see if they could help out some how.
