Man this guy's all over the place. V drive jetboat? He shows pictures of a capsule flattie making a pass in his ad (obviously not the boat for sale). He shows a stack of engine blocks in stretch wrap? Don't see what that has to do with this boat.

Doesn't sound like he drove it much if he had to ask someone else how fast it'll go.
Price doesn't seem terribly out of line, providing the motor really has all those goodies in it, and it was skillfully built.
