I've seen that before and from what I understand it was planned and done with the permission of the corps of engineers. I guess the river was much higher then usual and the boat was stuck up stream and that is how they got it downstream. You can tell everyone was lined up waiting for it to happen, I don't think drugs or alcohol were a factor
