Have you checked out SCAT cranks? They are a good bang for your buck as far as new parts go.

When I bought a new steel crank a while back I bought a Triton crank from Northern California. The machine shop that balanced it said it was VERY nice, with chamferred oil holes, radiused journals (need radiused bearings) and it was close to balance out of the box. Nice piece. Under $600 any size. I think I went with a .25" stroke as well.
