Its basically and address book for the internet. The site 'magically' changes its own address and it takes the rest of the internet a while to get notified of the new one. (Not a normal occurrence) I'm sure I've oversimplified the shit out of it, but thats kinda how it works.

Gee, I'm sorry I must have missed your question. Yes there is water in the lake. Here is a link to the Folsom Lake Marina. It has the water levels and a webcamera on it as well as other useful info.

I went to Eldorado a few months back and noticed that the lake was low I was surprised to see it that low with all the rain we got at the beggining of the year .
