That's a great question.. You should ask the head honcho's over at American Standard why they "shelfed" (as in never put into production) the only 1.6 gallon that actually works.. (by works meaning passed all the ANSI tests with flying colors)

We buy our toilets in Canada. 2.4 US Gallons per flush! Effective evacuation every time!
