Will a bad power valve make an engine hard to start?

NO......A bad power valve will not effect starting. Well, maybe if it was totally rotted out, 100 yrs old, and totally gone. High float settings, or hot percolation of fuel MAY affect starting. When it does start, does it blow black smoke?
