In order to buy a handgun in ca. you need to take a handgun safety test. I think it costs about $25 to take it. After you get that you can purchase a handgun. I think most gun shops offer the test and it is an easy no brainer kind of a test. Also I believe the wait is only 10 days. At least thats what it was the last time I bought a handgun.
