Yep it's drinking water.
The water cascades through castaic power plant, then onto LA.
It also is pumped back from Castaic to Pyramid by reversing the polarity of the generators to re fill Pyramid for later peak load hydro elect generating.

If it spills over or water is released out the dam, it flows down Piru Creek into Lake Piru. I would hope they would not let that happen.
On a positive note, no rust on the trailer or other metal coming into contact with the lake.
