Assuming he wants to stay with those three builders, I'd pony up some extra dough and go with the Hallett 270 (http://www.hallettboats.com/270-s.html), $99k for a 525 before any additional options. Of course, there is also the Howard 28 and we like our 29 Essex.
$100,000 will get you a Howard 28 Bullet with 496.

I would call the guys down at extreme marine (Streamline boats) in Phoenix and see what they could do for me. They build streamlines on the spot they and could build a fully custom boat for you or they have a couple down there I think that are completed.

hate to tell you (unless that was meant in humor), but 100k will still buy alot of boat, engine and stereo.
i would focus on the boat and motor 1st the stereo can allways be added at less $$$ later...
