If there are performance bonuses that are clearly laid out in a contract, then having a supplier meet them requires that they be paid.
Are these over payments or were clearly defined objectives met and contracted bonuses paid? These are two completely different issues.
Yup. i remeber when we had the big Northridge earthquake here in california. A contractor was hired to rebuild an overpass on one of the freeways. Well the contractor found ways to cut time and recieved a 1 million bonus. Some people were having a tissy fit over that. i don't see the problem if they exceed what is expected and it's in the contract.
