Nothing wrong with the cycle you are running. I just did a little math for the heck of it. You said you were batch firing the injectors once per rev so: (60 seconds/7000rpm)=8.57mS pre revolution. You said you were using 6.9mS pulse width. 6.6/8.57*100=80.5%.
If you feel the need to turn much more rpm, I think you would need to go to sequential or jack your fuel pressure back up.. Sequential would give you 4 cycles(2 revolutions) to get the fuel squirted into the intake at each cyclinder.
At least that is my guess.

If I went to sequential I would likely have to run a lot more fuel pressure to put it in, in half the time.
From what I've read the only advantage to sequential over batch firing is for emissions and fuel economy.
Don't let on how much you know about EFI or I'll be calling and bugging you with questions like I have Heavy Hitter.
