If you use Windows just open up MSPaint or Paint (it's in Accessories in the Start menu)
Open the picture you want with that
Click on the image tab in the Paint program menu
then attributes
in units section make sure pixels is checked
make note of the numbers
go back to the image menu and click stretch/Skew
adjust the stretch horizontal/vertical percentages by same value
for e.g. 75% for H
and 75% for V
recheck attributes
if they are still not acceptable click undo in edit menu
and readjust numbers in above steps accordingly
it doesn't take as long to do it as it takes to describe it really
when you get it to the right pixels or close enough (but under the parameters allowed)
save your resized image with a different filename than the original you just messed with :idea:
