I don't think the valley pan reduces the intake temp, but functions more as a cover to keep the oil from splashing on the bottom of the intake where the exhaust cross overs are.
This is hardly a true "gear head" question but here goes:
I won a performer RPM manifold off ebay brand new still in the box and I'm putting it on a stock 460. Should I buy the normal intake gasket set for $18.00 or spend $30.00 and get the gasket with that valley pan? Does the valley pan really reduce the manifold temp that much?

do not use the turkey pan. You will regret it. They do not hold up under higher water pressure conditions. It will leak. By a set of fel-pro gaskets and go from there.
