I have this baby lying around... what the heck does it do (besides the obvious) and what should it be set at? and do I still need a gate valve?

I just had to install one as I was building up too much water pressure and blew the intake gasket. So i agree it couldnt hurt and they preset mine at 17 lbs.
You will need to set it with a pressure gauge too. Ignore the markings on the valve (different spring).
may need it, may not. check what pressure you are creating now and see if its needed. i removed my pressure regulater and still cannot creat enough pressure for the basset "T" valve to open. i normally run a banderlog valve but have it set up to run the basset "T" in case of failure. i have the basset "T" gutted inline and carry a small connecter to bypass the banderlog and the internals (spring and ball) for the "T". had to use it once and couldnt get the pressure high enough to open the valve. all systems seem to differ, so to answer your question.......maybe. BTW, i do have a pressure guage on my water system and check it often. aswell as temp. temp fine, pressure low. go figure.
Yes use it... but put it on the exit side of your setup.
don't use it to limit water to your engine , but use it to relieve pressure, like on your intake someplace, that way your engine gets water all the time but if pressure gets to high it will open and relieve the pressure.
