call ether city or county code enforcement. Always works faster then the le or the chp.

If the cars are parked on private property, the local police/Sheriff's station won't do anything about it unless they are stolen.
The best bet is to call code enforcement like Yellowboat said.

i second that. out here in the high desert they usually show up the next day and write up the offenders. of course then they may have like 30 days to clean things up... not sure how it would work in your area. good luck.

    Lots of good info here.
In general, where I worked, we didn't to off of Private Property unless some pretty specific criteria were met, none of which sound like they are happening here. If they are on the street ad are expired, they cops can tow, but....
Towing may be suspended because none of the tow outfits contracted with the city/county have any space for the cars to sit while they go through the process of lien-saleing them, or steel isn't paying what they need to make a $ on it. (Probably not the case right now.)
Lots of jurisditions are working on Grant $ for abandoned vehicle abatement, and they may have used the $ up alloted for this fiscal quarter. Keep on code enforcement would be my suggestion, in cases like this the squeeky wheel gets the grease.
Also, if ya have a neighborhood watch program ging, this is a good topic to bring up. Maybe the pres. can contact the landlord with a letter, or a Homowners' Association with CCR's mgiht have some juice.

I think the towing freeze has something to do with all the renegade tow operators - I heard a council person was trying to re-write the laws based upon a bad experience.
I know in South Central you see all the over-zealous "nab & grab" tow trucks speeding around town. Not full tow trucks - but duallies with a lift, made for grabbing something and getting out quick.
Sorry to hear about the tweekers.
Careful if you call code enforcement - they like to make it worth their time and could write everybody up and down the street for crap like RV parking, trailers on grass, etc.
I would call them again, at a different time, and see if you get the same response. Ask for them to simply make a visit - don't say anything about towing. Say they are blocking the street sweepers.
Remember, when dealing with city/county agencies - killing them with kindness will get you leaps and bounds further than yelling at them.

if they don't run,( and the tweakers are not home) go out there with a floor jack put in under the front/back. Jack it up and roll one end in the street so that the bumper is almost parell with the side walk. Then call the county and say a car is blocking half the street. I have done that in the past, last time the tow truck was there 20 mins after the code enforcment got there.

Here are a couple of enforcement codes police/parking control can use.
VC 22651 (o) (1) When any vehicle is found or operated upon a highway, any public lands, or an offstreet parking facility with a registration expiration date in excess of six months
VC 22669 (d) Motor vehicles which are parked, resting, or otherwise immobilized on any highway or public right-of-way and which lack an engine, transmission, wheels, tires, doors, windshield, or any other part or equipment necessary to operate safely on the highways of this state, are hereby declared a hazard to public health, safety, and welfare and may be removed immediately upon discovery by a peace officer or other designated employee of the state, county, or city.
It is also a violation, and vehicles may be impounded if they are left parked in the same location for more than 72 hours. Call the police or parking enforcement.
